The Manipur University Bill 2005, piloted by Human Resource Development Minsiter Arjun Singh, seeks to replace the Manipur University Ordinance 2005 promulgated last month for upgrading the University.

According to the statement of objects and reasons attached to the Bill, the Manipur University, established in 1980, had not been able to develop necessary infrastructure due to paucity of funds leading to large-scale migration of teachers, students and researchers outside the state.

The Manipur University is surrounded by Central Universities at Kohima, Silchar, Tezpur, Aizawl and Shillong which provide better academic facilities because of Central Government funding, it said.
