In a tweet, Khemka wrote: “Awaiting posting on promotion for last 3 months. Holding a lower rank post is humiliating. Like a Lt Gen forced to hold post of Brigadier.” Khemka, who was promoted by the state government along with five other IAS officers of the 1991 batch on December 31, 2015, is currently posted as secretary and director general, archaeology and museums department.

While a senior IAS officer attributed the delay to top-heavy structure of the state bureaucracy, an aide of chief minister Manohar Lal Khattar had in February indicated that the posting orders of the 1991 batch officers would be issued after the state’s global investors’ meet in March.
