Babus’ report card to be marked on planning too
The annual performance of government officials will now also be measured on how well they plan and implement government schemes. The Planning Commission has agreed to the proposal of the cabinet secretariat to include result performance framework (RFD) in the planning process. The new concept will be introduced in performance evaluation of the bureaucrats from the 12th five-year plan starting from 2012. "Not only planning but its implementation and monitoring will also be responsibility of officers and it will be a parameter to measure their performance," a plan panel official said.

DoPT quietly asks for comments on draft law
So what really prompted the department of personnel to seek comments from the public to its draft law on prevention of bribery of foreign public officials? The draft is already out of the department’s radar once it got the cabinet approval and was quietly introduced in the Lok Sabha on March 25. Some suggest it was criticism that the government was sitting on the law needed before India ratifies the UN convention on corruption that prompted the department to show it hadn’t been sitting on its hands. Conspiracy theorists, however, suggest the move was to open a door to make some changes. Now, those who want the change can make the suggestion that can be accepted by the government.

More ‘senior’ officers to come in law ministry
Law minister M Veerappa Moily has decided to strengthen his ministry at the top level. He has got the union cabinet’s nod to create two posts of special secretaries in the department of legal affairs. Currently, the ministry has three secretaries looking after the departments of justice, legislative and legal affairs. Apparently the minister wants more hands to take care of litigation and legal advice being rendered to other ministries and departments.
