Four days after the honour killing of a runaway couple in Rohtak, the sarv khap panchayat on Sunday made three demands, claiming that these would help curb honour killings in Haryana.
A meeting held at Arya Chaupal here on Sunday, which was presided over by Dada Baljit Singh Malik, pardhan, Gathwala khap, passed a resolution in which they demanded amendment in the Hindu Marriage Act, imparting of moral education at the school level and a ban on porn sites in the state.
Khap representatives opined that if the state government had accepted their demand to amend the Act, same gotra-same village boys and girls would have had no legal protection to marry and the Garnawati village (Rohtak) honour killing would not have taken place.
Passing a condemnation resolution of the Garnawati incident, Malik said the state government was directly responsible for honour killings as it had done little to curb the menace, which brought a bad name to the state.
Dev Raj Nandal, patron of the Haryana state teacher’s welfare association, said there must be intervention to correct the problem right from the school level, which could be done by making the imparting of moral values a mandatory norm by the state government.

{{/usCountry}}They also demanded a ban on porn sites by the state government so that youngsters should not access such material which often ‘deviates’ them from their path.
‘No jeans, cell phones for girls’
To curb honour killings in Haryana, the Barha khap panchayat of Jhajjar district on Sunday issued a diktat to bar girls of 12 villages from wearing weans and using mobile phones.
The khap panchayat was held at Birore village, 35 km from district, on Sunday, and it was presided over by Barha khap pardhan Jagdev Singh.
Village sarpanch Rajesh Kumar told HT that the directive would be imposed on girls above 10 years of age. “Khaps will ensure that the ban is implemented in private schools, colleges and other places girls visit,” he said. The diktat will be for the women staff of schools and colleges as well.
Kumar said the Barha khap took the decision in the wake of the murder of a runaway couple from Garnawati village in Rohtak district. “Often girls, especially college-going, wear provocative clothes, inviting attention of boys. It results in crimes against women,” he said.
Another khap leader said that now girls would be allowed to wear only ‘salwar-kameez’. To ensure the implementation of the ban, a monthly meeting would be organised in the 12 villages, he said.
