"The recommendations of these committees have been selectively leaked during the past few days. The insistence of Kashmir-based and Valley-centric elements in these parties in Jammu to implement forthwith recommendations of both the reports clearly suggests that the intentions of the ruling coalition are not novel," said Jugal, adding, "These recommendations are yet another attempt to ignore the demands of the people of Jammu province."

He demanded that five new districts and teshils, sub-divisions, niyabats and blocks be created in the Jammu province to bring the administration "to the door steps of the people" inhabiting far-flung and inaccessible areas.

Jugal said that the area of Jammu province was two times that of Kashmir-valley, and yet the ruling elite in the state had failed to do justice to the people of Jammu province by not creating districts of Billawar, RS Pura, Akhnoor, Jammu (rural) and Nowshera.

He said it was the "discriminatory policies of the ruling elite" that had led to the people of Jammu province and Ladakh region demands ranging from trifurcation or reorganisation as a union territory.
