THE STATE Cabinet on Tuesday put its seal on the sale of the Uttar Pradesh State Cement Corporation and its units. It decided to grant salary and other benefits of the Fifty Pay Commission to employees of the Uttar Pradesh Rajya Nirman Nigam.
CM Mulayam Singh Yadav presided over the meeting of the State Cabinet. The State Government had decided to sell off the UP State Cement Corporation in 2001. A liquidator had been appointed thereafter and global bids were invited. A decision to transfer the Cement Corporation to the JP Associates for Rs 459 crore was subsequently taken on the recommendation of the liquidator. The bid of JP Associates was found to be the highest. As the State Government was reluctant to transfer the lease of Kajrahat and Bari Lolomite areas, the issue was challenged in the Allahabad High Court on the ground that the lease was part of the sale package. The Allahabad High Court, on September 20, 2006, however, asked the State Government to honour the terms of the sale. The Cabinet decided to approve the recommendations of the liquidator.
Besides, deciding to grant the UPRNN employees the benefits of the Fifth Pay Commission, the State Cabinet also decided to merge 50 per cent DA with the basic salary of employees of the Uttar Pradesh Hindi Sansthan. The Cabinet also approved the Detailed Project Report of the Ram Manohar Lohia Institute being set up in the State Capital. As per the DPR, the State Government is spending a sum of Rs 100 crore on the project for which about 100 acres of land has been acquired.

The Cabinet decided to induct assistant-accountants through the UP State Subordinate Service Commission. The posts of accountants and senior accountants would, however, be filled through promotion.
