The chargesheet was filed in a special court against MTNL Sub Divisional Engineer Damber Singh and retired government servant DP Verma, both of whom are currently on bail.

According to the chargesheet, complainant Anil Kumar Bhasin was awarded two contracts in December 2001 and January 2002 for trenching and cable-laying work in two areas of the capital by Telecommunications Consultants India Limited (TCIL).

In his complaint, Bhasin alleged that he had been paid only Rs 4.17 lakh for the work, which was completed within the stipulated time, as against the Rs 7.75 lakh due.

The complainant alleged that Singh, then an MTNL SDE, had asked for Rs 85,000 as bribe for adjusting the record books, and releasing the balance payment.

Singh also "nominated" Verma, who was a consultant with TCIL at the time, as his mediator for the transaction. Upon this, Bhasin lodged a formal complaint with the CBI.
