The meeting between Liang and Gen Than Shwe, who also heads the military, took place on Sunday in the new administrative capital of Naypyidaw, the New Light of Myanmar newspaper reported.
No details of the talks were given. Myanmar is the third leg of Liang's four-nation tour, which also includes Cambodia, Laos and Thailand.
China is Myanmar's most important ally, providing economic, military and other assistance, while Western nations shun the military-ruled country because of its poor human rights record and failure to restore democracy.
