Congress in-charge of the state Jagdish Tytler told reporters here yesterday that he along with other senior party leaders will tour Bihar and seek the people's support for strengthening the party's organisation and regaining its moorings under the 'gaon ki aor chalo'programme.

The former union minister is on a campaign to mobilise votes for the party nominees contesting the by-polls scheduled to be held on September 10 and September 15.

Criticising Nitish Kumar government in the state, he alleged it was a "total failure on all fronts".

"Whatever development has taken place in the state is only because of the funds provided by the Congress-led government at the Centre... The state government has, however, been able to spend less than 48 per cent of the assistance on different welfare schemes," he claimed, adding the government had failed to properly utilise funds allocated under NREGA.

Emphasising his party's stand against firming up electoral alliance with regional parties, including RJD, he said Congress high command wanted it to stand on its own in the state.
