When going gets tough, the ruling Congress in Haryana employs delaying tactics. In the case of the Municipal Corporation of Gurgaon also, the party is applying the same tactic.

The party had earlier tried the same tactic in the mayoral election for the Municipal Corporation of Faridabad .

In Faridabad , the party delayed the election by two months after a consensus could not be reached on the name for mayor in 2005. Faridabad was the first elected municipal corporation in the state.

The election to the Municipal Corporation of Gurgaon (MCG) was held in May 15, 2011, three years after the formation of the civic body in 2008.

According to the Haryana Municipal Corporation Act 1994, a meeting to elect the mayor must be held within 30 days of election.

However, the first meeting of the councillors of Municipal Corporation of Faridabad (MCF) on May 30, 2005, called by the divisional commissioner, had to be cancelled when just two members turned up for the meeting. A quorum of at least one-third members must be present to take a decision.
