The Centre's promise to file a review petition over the sealing orders offers no hope for immediate relief from the MCD drives resuming from November 1 as it would take at least a week to move the Supreme Court.

Highly-placed sources in the Union Urban Development Ministry said the court could be moved only after a week in the light of the sitting of its Constitution Bench.

"Even if it (review petition) is admitted, say after a week, arguments will go on before a decision is arrived at," another ministry source said.

With fears about breach of law and order mounting, the group of ministers on the sealing crisis on Saturday announced the Centre would move the Supreme Court to seek relief from the MCD drives against more than 40,000 traders who have filed affidavits to close down their commercial establishments.

Ministry sources also admit that the new master plan could also offer no relief to those 44,000 traders who have filed affidavits.

Also, the Centre, which has planned to grant immunity to its law seeking to suspend court-ordered municipal drives for a year from judicial review, is worried on this count as well, as the Supreme Court's consitutional bench will now be examining whether a Act can be placed under schedule nine of the constitution for this purpose.
