THE UTTAR Pradesh Electricity Regulatory Commission has asked the Madhyanchal (Lucknow) disom to furnish more details on its agreement with the Cooperative Electric Supply Society for supplying power to all the villages in six blocks of Lucknow district.
On the other hand, the UP Rajya Vidyut Upbhokta Parishad, on whose petition the UPERC stayed the execution of the agreement between the discom and the CESS on Tuesday, brought many more related facts to the notice of the Commission on Wednesday.
Upset over the UPERC’s stay orders, LESA’s AK Singh along with others officers rushed to the UPERC to clarify some points. But chairman V Kumar just refused to see them. In the evening, Madhyanchal discom MD BB Singh himself went to the commission to meet the chairman. The chairman, according to sources, expressed his angst over the manner in which the entire agreement was entered into. He asked the MD to explain under which process the CESS was selected as an input-based franchisee and why it was made a franchisee, though it worked as a licencee a few years back and its licence was terminated. He also asked the MD to tell what arrangements had been made in the agreement to protect consumer interests. The MD reportedly promised to provide the details to the Commission within two-three days.
In a fresh letter to the Commission, UP Rajya Upbhokta Parishad president,Avadhesh Kumar Verma demanded a white paper on why the CESS’ licence to supply power to six blocks was terminated in 1997 and why the same body had been given the job now. He also pointed out that the Electricity Act 2003 did provide for franchisees, but only for the rural areas. But the six blocks, which have been given to the CESS also comprise hundreds of industrial and urban consumers. Verma said the Madhyanchal discom should have floated a tender for selecting the franchisee.
