In an effort to rein in realtors in the city, the Noida authority is planning to introduce a new clause (in building byelaws) that will make it mandatory for a developer to seek approval of the layout and map before starting digging work.
At present, a developer can start digging at his plot after taking permission of district administration and environmental agencies, even before the authority approves the building layout and map of the same.
There have been several instances where developers often indulge in massive digging to lay the foundation of their proposed buildings even without having the approval of the layout plan and map.
"We need to change it as it creates problems to environment as well as to residents. We have learnt from the past cases. Major developers, including Wave Infratech, Logix and MMR, dug up beyond the permissible limits," said a senior Noida authority officer.
Officials at the authority claim that the previous government tweaked building norms to benefit some developers.
"The previous government tweaked the building norms in such a manner that the digging can be done before having approval for the layout," said the officer.

{{/usCountry}}Besides, the authority will also monitor all the realty projects on weekly basis. A team of officials will monitor under construction projects in developing sectors along the Noida-Greater Noida Expressway.
"Our team of officials will inspect all the projects, particularly the group housing and commercial projects going on in developing sectors along the expressway. If any developer is found violating the sanctioned layout plan, the construction work will be stopped and penalty will be levied on them," said the official.
The authority has taken this decision to benefit the investors and home buyers.
"The authority often comes to know about the building norm violations after a building gets ready. To avoid that, we decided to form a team of officials that would deal with errant developers well in time," said the officer.
