Bar Council of UP, the apex body of the lawyers of the State has been much in news these days. The reason is the on-going election for the Bar Council.
However, among the media and common people, the person whose name is often taken, whenever it comes to Bar Council, is PN Tyagi, the secretary of Bar Council of UP. Tyagi, who was a lawyer in District Court of Ghaziabad, joined as Secretary of Bar Council of UP in 1997. Easily accessible, soft-spoken, simple Tyagi often acts as a bridge between Bar Council and public. What welfare schemes have been launched by the Bar Council for the lawyers?
Bar Council has launched a number of welfare schemes for the lawyers. First and foremost is General Insurance scheme. This scheme, in collaboration with LIC, gives Rs 50,000/- to the kith and kin of a lawyer in case he dies before completing the age of 60. In case of accidental death, an amount of Rs 1 lakh is given to the dependants of deceased. Besides, financial help in also given to the lawyers in case of serious ailments.

Whenever we receive any such complaint we enquire into the matter. In case the complaint is found true, we write to the Superintendent of Police of the concerned district and also lodge an FIR against the guilty.
What action does the Bar Council takes in case a person joins some other profession after getting himself enrolled as lawyer ?
In case it is found that a person is doing some other work than practising law after getting himself enrolled as lawyer, Bar Council cancels the licence of such person.
What action is taken against the lawyers who indulge in professional misconduct like cheating the clients?
In such cases too, Bar Council takes action, of course, after hearing the accused lawyer and the complainant concerned.
What steps does Bar Council take against fake lawyers?
Bar Council has written to every University to submit a list of students who pass out LLB final year examination every year. But Universities are not co-operating in this connection.
In case, we send any person for verification of the degrees submitted along with the enrollment application form, the Universities again do not co-operate and the verification is often delayed by them. Since, the seniority of a person depends on the date of his enrollment, we cannot hold up the enrollment process for a very long time.
What is the secret of your successful handling of the affairs of Bar Council for eight long years?
My father late Ram Nath Singh Tyagi was a great disciplinarian. He was a farmer and also indulged in political activities. I learnt a lot from him and never gave up despite great hurdles.
Apart from this, my guru, AA Khan, a renowned lawyer of District Court, Ghaziabad, had always been a source of inspiration for me. Khan is an ideal man, who taught me so many things which helped me even today.
