He also conceded to the misuse of ration and BPL cards by holders, as was revealed during a survey in June 2007.

“The figure of 35,000 fake cards is inflated. There are only 11,800 bogus cards in my knowledge. If at all any cards are being used by depot holders under me, strict action will be taken against them,” said Kadhyan.

Apart from many depot holders, district food and supply controller Ashok Kumar Rawat, district food and supply officer Rajinder Raja and Kadhyan have been issued notices by the court on a petition.

Ration was given to all people in the approved BPL list which came in a compact disc from the additional deputy commissioner's office in 2008.

“I agree that cards are being misused for taking food and other items at subsidised rates but we do not have the power to take action. We have not forged any cards in the list. Any irregularities in the list are the responsibility of the survey authority,” Kadhyan argued.

Rakesh Kataria, a former depot holder, alleged all district level officers were involved. “Supply to my depot was discontinued in 2009 after I raised my voice against the nexus between depot holders and officers,” he said.
