Govt to promulgate anti-ragging ordinance

In order to effectively control the menace of ragging, the State Cabinet on Tuesday approved UP Prohibition of Ragging in Educational Institutions Ordinance -2009.

The decision was taken at the Cabinet meeting chaired by Chief Minister Mayawati here on Tuesday. Since the state assembly is not in session the government has decided to promulgate ordinance on the issue.

The government in a statement said the High Court in order to stop ragging in education institutions had issued orders from time to time. Consequently the Higher Education, Medical Education and Technical Education departments issued necessary instructions to stop it. Despite measures at the department level the incidents were still happening, the government said, adding that stringent legal measures would have to be taken to achieve the target.

It may be recalled the state assembly had earlier passed Anti-ragging bill-2007 during winter session in 2007 but the then governor TV Rajeswar had held it back because he had reservations over some provisions. The Bill, who could ultimately not become anti ragging law, had provisions of imprisonment of two years and a fine of Rs 10,000 or both for the accused students.
