With a view to safeguard and protect the rights of children, the Government is planning to set up a National Commission for Children and a Bill for the same would be introduced in the Budget Session of Parliament.

This was disclosed by Union Human Resources Development Minister Arjun Singh to the Parliamentary Consultative Committee attached to his ministry.
The functions of the Commission will include examining and reviewing the safeguard provided by the Constitution for the protection of child rights and recommend measures for their effective implementation, it said.
The Commission, to be headed by a Chairperson and comprising six members and a Member Secretary, will examine all factors that inhibit the enjoyment of rights of most vulnerable children affected by terrorism, communal violence, riots, natural disasters, domestic violence, HIV/AIDS, trafficking, maltreatment, torture and exploitation, pornography and prostitution and recommend appropriate remedial measures.
