Gupta used fraudulent means for promotion, alleges AIIMS faculty member

A senior faculty member in the department said, “His promotion was erroneous and not in good spirit. He had a political clout and got his promotion done by fraudulent means and was elevated to the post of professor and later the head of the department.”

He said earlier under the Assessment Promotion Scheme (APS), a faculty member could be promoted from the position of an assistant professor to associate professor and then to additional professor in eight years and then to the post of professor in seven years. Thus, it took 15 years for an assistant professor to become a professor.

The Assessment Promotion Scheme (APS) was amended in 2011 and the promotion gap from the position of an assistant professor to additional professor was reduced to six years and to the position of a professor was reduced to four years -- reducing the total promotion gap by five years.

“Dr Gupta, who was made permanent as assistant professor in 2003 from an ad-hoc position, became eligible for the post of associate professor in 2007. And since the new APS scheme was implemented from 2008, he became eligible for the post of additional professor in 2010 (under new scheme the promotion from the post of associate professor to additional professor was reduced to three years from four),” he added.

“Under the new scheme, he was eligible for the post of a professor in 2014 but he got it in 2012. It was in total violation of the new scheme,” he said.
This matter was challenged before the CAT on May 23, 2014.

Despite repeated calls by HT, Dr Gupta could not be contacted for comments.

Meanwhile, Prof O P Murty’s promotion to the post of HOD in the forensic department has been put on hold after Dr Gupta filed a case before the principal bench of CAT.
