Additional Director General of Police (Railways), K.P. Raghuvanshi, who is holding charge of the ATS, said on Sunday that the duo was arrested in Oshiwara late on Saturday night.
They are now being questioned about their identities and where the drugs came from.
Rajesh Khataria (36), who says he is a constable, was going through financial problems, said ATS sources. So he contacted his friend, Vicky Oberoi, who lives in Andheri.
Oberoi allegedly told him brown sugar would fetch him good returns in Mumbai. So Rajesh came to Mumbai with over 2 kg of brown sugar and the duo was planning to push the drugs in the local market, sources said.
The ATS arrested them while they were allegedly waiting for the buyer. Raghuvanshi said the ATS was trying to verify whether Khataria was actually a policeman.
ATS sources claim the duo is part of a larger drug cartel operating between Mumbai and north India.
