Islamabad should make efforts to better its relationship with India, which has been under strain since the 26/11 attack, Tharoor told reporters here.
"India does not want to destabilise Pakistan in any manner and wishes to maintain good relations with it," he said.
On Chinese objections to the Dalai Lama's visit to Arunachal Pradesh, Tharoor said anyone could visit the state, as it is part of India.
Tharoor was speaking on the sidelines of a national workshop on 'steps to market and rejuvenate traditional paddy seeds of Kerala'.
