The MoU will be signed by Minister for Overseas Indian Affairs Vayalar Ravi and UAE's Labour Minister Ali Bin Abdullah Al Kaabi in New Delhi.

The pact will outline various measures to ensure the welfare of Indian workers in the Arab country, official sources said on Monday.

The pact is intended to safeguard the interests of Indians in UAE from where complaints have come in large number about harassment and exploitation of Indian workers at the hands of local employers.

India is signing similar MoUs with other Arab countries where Indians are working.

Kaabi will arrive in New Delhi on Tuesday and will be here for four days during which he will discuss labour-related issues with Indian leaders.

The government is also planning to amend the 1983 Emigration Act to make it more stringent.
