Job quota: Orissa does a Maharashtra

The Orissa government on Tuesday fixed new job quotas for the local people in each industrial project in the state.

The Orissa government on Tuesday fixed new job quotas for the local people in each industrial project in the state.

From now on, the quota for semi-skilled and unskilled jobs will be 90 per cent, for skilled jobs 60 per cent and for supervisory and managerial jobs 30 per cent.

A state government note, saying that senior executives would, however, be appointed on merit, noted: “Local will mean all the project-displaced and affected people on preference, followed by the people domiciled in the state of Orissa”.

The High Level Clearance Authority met on Tuesday to carry out these changes. The authority, headed by the chief minister and comprising a group of senior ministers, monitors the industrial sector and clears MoUs for mega projects.

Mines minister Pradip Amat, who was present at the meeting, said, “All MoUs, henceforth, will contain the new stipulations.” This new provision will also apply to projects in the pipeline, like the Posco steel plant. A Posco official told HT that the company would comply with the new requirements.

Now those MoUs will now have to incorporate the new provisions and the companies will have to submit employment status reports regularly to the district collector, with a copy to the departments concerned.
