LDA VC BB Singh has ordered registration of an FIR in the matter. The fraud was discovered when one Naresh Chandra Shukla, a resident of E-99 Panki, Mandir Road, Kanpur gave an application addressed to secretary LDA along with a note-sheet containing sanction of allotment of plot number 7/432 in Jankipuram Extension housing scheme. The document granting approval and containing all relevant notings/comments that are part of the allotment procedure bore the signature of both LDA Vice Chairman BB Singh and Secretary Vijay Yadav.

A scrutiny of the allotment later not only proved that the document was forged but also confirmed what has always been suspected: that some LDA ‘babus’ in cahoots with property dealers are operating a property racket. And gullible people like Shukla easily fall prey to their machinations. Shukla, later, informed that one property dealer, who identified himself as Bhupendra Srivastava, had assured him of getting a plot allotted to him. “He took Rs 15,000 in cash and a bank draft of Rs 40,000 along with a cash sale form from me on September 6,” he said.
