Raising doubt over absolving JP Industries and Mayawati government of all charges of irregularities in the project, senior CPI leader Ashok Mishra said the project commenced in 2003 when Mayawati was the chief minister. Large irregularities were committed in the project.

When Mulayam Singh Yadav came to power he ordered an inquiry into the project. Though the one-member commission requested for extension of term, the state government accepted the preliminary report in haste. This clearly indicated that there had been an underhand dealing between the private company and the Samajwadi Party government, Mishra alleged.

He said a senior SP leader was involved in the issue and had played a pivotal role in handing over the UP Cement Corporation Limited to JP Industries.
