"It's not a partisan but coalition of hope, reconciliation and opportunity. The PDP and the BJP have consciously formed an alliance with conviction to bring the state out of uncertainty," said Mufti in the first meeting of council of ministers.

He said the government will work to promote understanding and emotional integrity among the regions and the communities of the state, which he termed is the primary agenda of the coalition.

The Peoples Democratic Party (PDP) has won almost all its seats (28) from the Kashmir Valley while the BJP has won all 25 seats from the Jammu region. There has been a gap and trust deficit between the two regions.

"I shall work as a head of the family where everybody shall have the equal opportunities as we shall have to work for the welfare of the people of the state as a whole," said Mufti.

He said that the Common Minimum Programme (CMP) of the coalition is a guideline for the governance and it is its duty to implement it judiciously to fulfil the aspirations of the people of the state.

"To root out corruption at the grassroots level, the onus lies on the integrity of decision making from top to bottom and we have to work to end it," he said.

Deputy chief minister Nirmal Singh said the government is committed to deliver good governance and root out corruption. He said both the BJP and the PDP will work in harmony to bring a sense of justice to the people of all regions and restore their confidence in the system.
