The Congress on Sunday asked Islamabad to dismantle the terrorist infrastructure completely to fulfill the solemn commitment given by Pakistan President Pervez Musharraf to then Prime Minister Atal Bihari Vajpayee in January 2004 that he would not allow his country's territory to be used for terrorism directed against India.
In its draft resolution on external security and international affairs for consideration at the AICC plenary session, the party called upon the UPA Government not to make any compromise with the country's security.
India's constant willingness to go the extra mile in search of peace should not cause slackness in the country's defence preparedness, memories of which from the time of the previous NDA regime were still very painful, the 16-page draft resolution said.
The Congress congratulated the government for bringing the programme of modernisation of armed forces back on track and urged it to ensure that the programme was sustained.
The draft resolution spoke about India's relations with all major countries as well as those in its neighbourhood. It also took note of the ties between India and various international groupings, like ASEAN, NAM, European Union, United Nations and the Commonwealth.
On Pakistan, the Congress affirmed that India desired peaceful, friendly and cooperative relations with its neighbour as envisaged in the Simla Agreement of 1972, which formed the bedrock of bilateral relations. "The tragedy of the recent earthquake underscored our shared destiny as indeed the futility of extremist violence," it added.

{{/usCountry}}Referring to relations with China, the Congress commended the conclusion of an agreement on political parameters and guiding principles which would pave the way for the settlement of the boundary dispute between the two countries. The opening of the Nathu La Pass for border trade between India and China would be another major step in confidence building measures.
On ties with the United States, the resolution said the agreement on civil nuclear energy cooperation, signed during Prime Minister Manmohan Singh's visit to Washington in July 2005, constituted a significant diplomatic achievement.
