Patil quit as deputy CM after the attacks last year. He was made home minister after the new government was sworn in 11 months after the attacks.
The reports said that a study of the police modernisation plan and purchases from 2004-05 to 2008-09 — Patil headed the department between 2004 and 2008 — reveals that lengthy procedures delayed purchases of ammunition, arms and equipment.
“There are other difficulties, like absence of approved testing laboratories and non-availability of special equipment... as well as delays in getting bill permission from the government,” it said.
