"My brother Amarjit Singh was murdered in cold blood on December 8, 2003 at Gurgaon in my and another of my brother's presence when armed assailants stopped our car and opened indiscriminate fire," the NRI Shivnath told reporters Chandigarh.

Shivnath, who had arrived in India just a day before his brother was killed, is the main eyewitness in the case.

He alleged that five persons including two prominent Punjab youth Congress leaders, all residents of Jalandhar, had been named in the FIR in a case registered by Gurgaon police on December 9, 2003 and had already been declared as proclaimed offenders.

"Despite assurances, the Haryana police have failed to arrest them. In Punjab, they are roaming freely and police has failed to arrest them because they are politically well-connected," he claimed.

"We want to appeal to the media to help us because we have lost faith in police. We want the killers to be arrested soon," he said.
