Policeman accuses seniors of mental torture

A police official registered a complaint at Mahatma Phule police station against eight of his superiors.

Deputy Superintendent of Police Vijaykumar Fulkar (Special Vigilance Department, Pune Police) has charged his senior officers under the Protection of Civil Rights Act and Scheduled Caste /Scheduled Tribes (Prevention of Atrocities) Act.

Fulkar has accused them of mental torture, refusal to give information under the Right to Information Act, forgery of documents and damaging his image by declaring him mentally unstable.

The eight named in the complaint are Deputy Commissioner of Police Dattatary Karale, Assistant Commissioner of Police D.E. Barkade, Police Inspectors Srimant Ghule and L.H. Mathure, Police Sub-Inspector Bhagaram Choudhary, Clerk Pramod Sangale, Bharati Sonawane and one who could not be identified.

Dattatary Karale, Deputy Commissioner of Police, Thane Crime, said: “I have never met Vijaykumar Fulkar. I had given a report about him based on reports by earlier officers when the RTI commissioner asked me for one.”

“During investigation, it was found that Fulkar had also filed a case against Deputy Commissioner of Police Chhering Dorje. Not only me, but all the other officers named in the case are innocent.”

Assistant Commissioner of Police M.Y. Takale, the investigating officer in Kalyan police station, said: “Only an offence has been registered. This matter is sensitive so I will not comment about it at this stage.”
