Speaking at a seminar on `Water-elixir of life' organised by the department of Botancia and Environmental Sciences of the Guru Nanak Dev University here, Singh expressed concern over the sinking water table in Punjab.

He said water should be treated as a resource and not as a property which is liable to be exploited by the vested interests.

The environmentalist called for a mass campaign to create awareness about the usage of this natural resource.
