Congress president Sonia Gandhi also said "action and not words" are required to prevent recurrence of incidents like brutal rape of five-year-old girl in Delhi.

According to sources, even before the rape incident and inaction of the police on the complaint of parents of the girl, Shinde was very displeased with Kumar when a few protesters managed to barge into his official residence by breaching the security ring.

"Shinde was unhappy that Delhi police commissioner did not come personally and explain the incident at his residence. Though, Kumar later went and clarified, but the damage had been done by then. Additional secretary Khurshid Ahmed Ganai of the home ministry has been asked to inquire into the incident. Besides Ganai is also inquiring into the heckling of West Bengal Chief Minister Mamta Banerjee outside the planning commission office," said a source.
