Modi was referring to the alleged rape and murder of a woman youth Congress leader in Latur city of Maharashtra last month, which led to the arrest of party office-bearers.
"Your women workers are not safe from your own party men. You have no right to talk about the safety and security of the women in the country," Modi attacked Sonia while addressing an election rally for sitting MP Hansraj Ahir at Chandrapur in Maharashtra.
"The country has also not forgotten the infamous Tandoor case, where a Congress leader had burnt a young woman alive."
Modi alleged that the Congress-led UPA had made a provision of Rs 1,000 crore for safety and welfare measures for India's women, but had spent nothing so far.
"She (Sonia) must clarify what happened to the amount earmarked for women's welfare and safety," Modi said.
"If the schemes meant for women's safety and security remain on paper, what is the point?"
He said women were unsafe in the states ruled by Congress and its alliance partners.
"According to the National Crime Records Bureau statistics, women suffer the most in seven of the ten states where Congress and its alliance partners are in power."
