Staff crisis hits health projects

Against the sanctioned posts of nine deputy chief medical officers and nine additional chief medical officers there is only one deputy CMO and three ACMOs to monitor health programmes in the district.What's more, one ACMO amongst the four is 'administration' incharge at the CMO office, which technically leaves only four senior officers to ensure effective implementation of polio, routine immunisation, TB, malaria, leprosy, family planning and RCH phase II programmes.

Against the sanctioned posts of nine deputy chief medical officers and nine additional chief medical officers (ACMO), there is only one deputy CMO and three ACMOs to monitor health programmes in the district.
What's more, one ACMO amongst the four is 'administration' incharge at the CMO office, which technically leaves only four senior officers to ensure effective implementation of polio, routine immunisation, TB, malaria, leprosy, family planning and RCH phase II programmes.
The staff crisis emerged about two months back with the mass scale transfer of deputy CMO rank medical officers. The transfers were made in compliance of the court's order. Many deputy CMOs who were transferred last year were also relieved about a month back.
This created a large number of vacant posts in the district. But to fill the post not even a single deputy CMO rank medical officer joined in the last one month.
"In a direct fall-out of the delay made by senior medical officers in joining the post many health programmes were getting seriously affected in the district.
The handful of ACMOs and deputy CMO at the district health department were handling two to three health programmes due to which they were unable to concentrate equally on all the programmes. Moreover due to government pressure the stress in only on the sensitive programmes like polio and routine immunisation.
The workplan of every health programme which was normally prepared in this season for the whole year was also getting delayed," said a senior health staff posted at the CMO office.
Additional director (health) Dr SK Srivastava said the situation may continue for a few more days.
The postings were made after cadre review and promotions and this takes a lot of time and paper work.
Moreover to end the doctors' crisis the fresh recruitment may start very soon at the State level. The things were expected to get normal by June or July, he informed.
