CPI (M) state secretary Mohammad Yousuf Tarigami on Sunday asked the government to come up with a white paper on the killings of foreign mercenaries in counter-insurgency operations in the state.

"The people should know whether the people killed in counter-insurgency operations were foreign terrorists or people gone missing in custody," he said in a press conference held at his official residence here.

Tarigami also said it was high time to allow international human rights organisations to open offices in the state.

Citing the recent expose of the alleged fake encounters in Kashmir, he said that the international human rights organisations be allowed to open their offices here.

"If we are not able to make our own organisations credible, let the international human rights organisations come and work here," Tarigami said. We hide when we have something to hide. Let the truth come out," he said and called for withdrawing of the draconian laws like the Armed Forces Special Powers Act 28 of 1958 and the Disturbed Area Act from the state.

"I was the first victim of the Public Safety Act when I was picked up from Police Lines Anantnag and held in detention at the Central Jail," he said adding that the draconian laws have to go.
