"By tomorrow (Thursday) we will file a review petition," Dhoot told HT. "We are pleading for justice from the Supreme Court. CBI has given us clean chit. We are a serious player and have more than eight million users."

On February 2, 2012, the apex court had ordered cancellation of all licences issued on or after January 10, 2008 that were issued on first-come-first-served basis. As per the verdict, all the new 122 licences will be cancelled within four months of the judgment. Telecom Regulatory Authority of India has already initiated the process of formulating modalities of auction.

Sistema Shyam TeleServices Ltd and Unitech Wireless (Tamil Nadu) Ltd, which operates services under Uninor brand, have already said that they would file a review petition.

"All the companies except one will file review petition by Friday," an industry source told Hindustan Times.
