A TMC official said the analysis would be as per the department of urban development directives, based on a high court ruling that says for a population of 5 lakh, one night shelter to accommodate 100 persons, should be provided by the local governing body.

As per the 2001 census, the population of Thane was 12.86 lakh, which is estimated to be around 16 lakh now.

The project will be reportedly carried out in two phases.

In the first phase, the existing 20 tenements in the dormitory of Mumbai Metropolitan Region Development Authority building in Tulsidam will be used as temporary night shelters and Rs24 lakh will be provided for facilities.

In the second phase, a socio-analysis will be undertaken at public places used by the homeless as shelters, to prepare a detailed report, based on which construction of the night shelters will be undertaken at a later stage.
