Without the Mohan spirit, the literacy campaigners could hardly drive it home. The gap of two in years in getting funds for the Post Literacy Campaign (PLC) has what taken the wind out of the campaigners’ sail. “We have got the money now. But, after two years and that’s a lethal gap,” says secretary Zilla Shiksha Samiti (ZSS) Lalita Pradeep.

The number of learners at the end of the Total Literacy campaign was 20,3061 in 2003. And now when the district administration has undertaken a survey to trace back its neo-literates for Post Literacy Campaign (PLC), they could enroll just over 1.8 lakh with hardly a few days left for the survey to end. Another important aspect that has adversely affected the literacy campaign in Lucknow is the lack of proper network of Non-Government Organisations (NGOs), which could have come forward to help the district administration in the survey of the neo-literates.

“We have a strong network of NGOs in the rural areas. But, in the urban areas spirit and dedication are lacking,” says Pradeep. However, she denied facing any problem in the campaign. According to her, the district recovered well above the national average of 59 per cent literacy. The current literacy rate in the district is 70 per cent with the effort from the district administration to rope in the maximum illiterates in future campaigns, she adds.
