Addressing a 'Vijay Sankalp Rally' organised jointly by INLD and BJP here, he said "when farmers are hungry due to wrong and anti-farmer policies of the UPA, the country can never make a progress."
He said farmers had to purchase DAP fertiliser and pesticides from black market owing to their shortage.
BJP president Rajnath Singh, who was expected to particiapte in the rally, failed to turn up.
