The state transport department that had made it mandatory for all goods and passenger vehicles to install speed governors — following a high court order early this year — has admitted that the devices were not only being tampered with, but were also being removed from many vehicles.
It has come to the notice of the authorities that dealers remove the speed governor from vehicles after getting mandatory certification and install the same in other vehicles.
HT had reported the story early this year. In a survey carried out at the Leisure Valley Park Ground, it was found that the authorities had made a mockery of the court order.
A norm in the Motor Vehicles Rule (CMVR 118) had been manipulated as non-approved and spurious speed governors were being installed in many vehicles.
A speed governor needs to be tested and approved by government-authorised agencies such as ARAI Pune and ICAT, Manesar. According to the agencies, approving speed governor for each vehicle costs R1 lakh (approx) to the company manufacturing it.
However, small operators, who want to make a killing, have come up with devices that are non-approved and of sub-standard quality. What makes the matter worse is the fact that the authorities are allowing cheap unapproved speed governors to be installed in commercial vehicles.

{{/usCountry}}On a visit to a vehicle inspection ground here, where commercial vehicles are checked prior to the grant of a certificate, it was observed that speed governors were fitted with little or no cross check.
Motor vehicle inspector Randheer Singh said, "Now, there is no recycling or compromise on quality. We don't grant certificate to a vehicle if it does not have a branded speed governor. On an average, 200 vehicles come for inspection regularly, of which 40% fail to get a certificate.” The inspection is conducted thrice a wee.
