Home Minister P Chidambaram said this on Sunday in an interview to news channel NDTV, on the eve of his visit to the United States.

“We have never ruled out state actors although Pakistan has always maintained that there are only non state actors involved...we have never accepted this distinction between state actors and non state actors as both operate from Pakistan soil,” he said.

The home minister was replying to a question on the involvement of serving or retired Pakistani armymen in the plotting of the 26/11 attacks.

Jamaat-ud Dawa chief Hafis Saeed, the alleged mastermind of the Mumbai terror attacks was accompanied by a “Major General” at a meeting with the terrorists who carried out the 26/11 strike.

Chidambaram said the specific involvement of the Pakistan Army could only be verified with investigation and pointed out that “there is for some strange reason unwillingness to take the investigations forward.”
