Whistleblower wins legal battle

A 72-year old resident of Aardee City, who had acted as a whistleblower over irregularities at the National Institute of Public Cooperation and Child Development (NIPCCD) in 1982, won a 12-year-old legal battle on Thursday.

A 72-year old resident of Aardee City, who had acted as a whistleblower over irregularities at the National Institute of Public Cooperation and Child Development (NIPCCD) in 1982, won a 12-year-old legal battle on Thursday.

The Central Administrative Tribunal (CAT) finally declared a judgment in his favour and reinstated his promotion, increment and pension.

Moreover, HR Bangia, who had retired from NIPCCD in the capacity of administrative officer in 1998, presented his case without any CAT lawyer.

Bangia had alleged that he was mentally tortured for 17 years by senior officials.

The principal bench of CAT with justice VK Bali as chairman and Dr Ramesh Chandra Panda as member delivered the verdict on February 3.

In 1982, Bangia complained against the then director of NIPCCD in the Ministry of Social Welfare alleging departmental irregularities. He was deputed at the Delhi office as section officer.

"I was transferred from Delhi office to Lucknow for eight years and my ACR was also spoiled. In 1989, a section officer, five years junior to me, was promoted as an administrative officer (AO). I was promoted as AO in 1995 whereas the junior was promoted as deputy director," Bangia said.
