The Rajasthan Pollution Control Board (RPCB) that receives 125 applications a day hopes to cut the huge backlog as well as workload through e-governance.

The initiative is touted by the state government as a common service centre that brings governance - anytime, anywhere. An applicant can submit his/her form online irrespective of the place he is staying at, either through a terminal available to the proponent or through an e-Mitra kiosk.

RPCB chairperson Aparna Arora said the online streamlining of process resulting in better monitoring of the governance is not only quick but also “more transparent, timely and traceable.”

The e-initiative is welcome news for industries. “This will weed out the mediators and will enable a direct interface between the industry and the concerned authority,” said Deepak Sharma, who is awaiting consent for the electronic submission he made for setting up a granite unit.

An in-house e-Mitra kiosk has been set up within the premises of the PCB that pre-screens an application and serves as a user- friendly single window facilitator. With technology enabled service, governance moves from consent to compliance, posing a behavioural challenge -- both in bureaucracy and in the citizens, said Arora.
