The document, prepared by the central military commission of the outlawed Communist Party of India (Maoist), also claimed that the outfit snatched 200 guns during the period.

The document was circulated among members of the party and its military wing, the People’s Liberation Guerilla Army, in December to mark the ninth anniversary of the army.

Hailing the strategy employed to take control of Lalgarh in West Bengal’s West Midnapore district, about 180 km west of state capital Kolkata, despite repeated attacks by the combined forces, the document said it should be treated as a model.

It said, “The class hatred and anger of the people against the enemy should be enhanced… We have to carefully develop such methods by which the enemy will not be able to get any support from the masses.”

Among the leaders the party lost are central committee member Sudhakar Patel, two Andhra Pradesh state committee members, 11 members of the divisional zonal commands and 20 members of sub-zonal committees.

The alleged highhandedness of state police after the attack led to the formation of the People’s Committee Against Police Atrocities, which has functioned as a front of the Maoists.
