“They would think of Mumbai, Bangalore or Tamil Nadu perhaps. If it’s going to be policies, New Delhi would be the ideal location,” Powell said while addressing an audience of representatives from the different chambers of commerce in Kolkata. After Powell’s speech many in the audience avoided commenting on her observations, arguing enough had been discussed on this point, but to no avail.

On Monday, Powell met chief minister Mamata Banerjee and tried to convince her about the merits of foreign direct investment in multi-brand retail.
