Party sources said the BJP was ready with a plan that includes its traditional agenda of Hindutva added to developmental politics, and the strategy to take advantage of the failure of Congress and Samajwadi Party (SP) on the governance front.

"The Congress-led UPA (United Progressive Alliance) government at the centre is already unpopular due to price rise, inflation, graft and its failure to control terrorism," BJP's state spokesperson Vijay Bahadur Pathak said.

"The law and order problem in the state presided over by the SP government leaves a wide open field of opportunities for us," he added.

The party recently elected Laxmikant Bajpayi as the party's new state president. The last such meeting took place in October 2011.

While the BJP lost in the state assembly elections last year, the party has gained confidence after it swept the urban landscape by noticeable victories in all municipal corporations, signalling a return of its traditional urban and middle class vote bank.

The conclave is to be attended by party president Rajnath Singh as well as senior party leaders like LK Advani, Uma Bharti, Surya Pratap Shahi and Hukum Singh.
