IAS transfers in Maha: Madan to head finance, MMRDA gets new boss, Cidco chief moves to CMO

More officers holding key posts in government and its agencies expected to get transfer orders before end of day

Following DK Jain’s appointment as state chief secretary, Wednesday saw a reshuffle of 27 IAS officer including officials in key posts, with the Mumbai Metropolitan Region Development Authority (MMRDA) commissioner, UPS Madan, replacing Jain as additional chief secretary of finance. Madan has served in MMRDA for more than five years.

RA Rajeev, who was secretary of expenditure in the state finance department, will now head MMRDA. Rajeev has previously worked at the Brihanmumbai Municipal Corporation (BMC), the environment department, and was sent on central deputation before he returned to Maharashtra. Rajeev Kumar Mital, chairman and managing director of Maharashtra State Electricity Transmission Co Ltd (MSETCL), will replace Rajeev in the state finance department.

City and Industrial Development Corporation’s (Cidco), Bhushan Gagrani, has been appointed as principal secretary in the Chief Minister’s Office. Investment and protocol commissioner (Delhi), Lokesh Chandra, has been posted as Cidco chief.

Parag Jaiin Nainutia, special commissioner in sales tax, has been appointed as head of MSETCL. Maharashtra Tourism Development Corporation’s managing director, Vijay Waghmare, has been appointed as joint managing director of Maharashtra State Road Development Corporation. Mumbai suburban collector, Deependra Singh, Kushwaha has been posted as chief officer of Mumbai Housing Area Development Board.

Medha Gadgil, additional chief secretary, relief and rehabilitation in the revenue department and SR Shrivastava, additional chief secretary, home have gone on leaves after they were superseded for the appointment of DK Jain as chief secretary.

“Both of them are upset over having been denied the top administrative post. Though the superseding of senior officers is not new for bureaucracy, this time heavy lobbying had taken place,” said an IAS officer, who did not want to be named.

P Velarasu, former municipal commissioner of Kalyan Dombivli Municipal Corporation (KDMC), has been appointed as member secretary of Maharashtra Jeevan Pradhikaran (water supply and sanitation department). Velarasu had been on leave for the past few months, following his sudden transfer after multiple fires at the Adharwadi dumping ground in Kalyan.

Nilima Karketta, secretary of general administration department, has been appointed CEO of Khadi Village.

Officers in key postings, such as BMC commissioner, are expected to be shifted only after the development plan notification has been issued. “The notification may be issued in next few days, but to ensure smoother dealing with the incidental procedures the officers dealing with it will be transferred after a few weeks,” an official from general administration department said.
