MUMBAI: Some of the trucks used for transporting wastes after the desilting of storm water drains were used by two contractors at the same time as per the vehicles’ log sheets, said a former employee of the Brihanmumbai Municipal Corporation (BMC) in his statement to the special investigation team for the BMC road repairs scam.
Ravishankar Mishra, a retired BMC official, said that Uday Murudkar, former chief engineer (vigilance) , arrested in the road repairs scam, was also found guilty of dereliction of duties after an internal inquiry was conducted in connection with the desilting scam. Mishra said that along with him, 14 other employees of the vigilance department were suspended by the BMC last year.
Mishra’s statement is part of the charge sheet filed by the special investigation team in the roads scam case against Murudkar and two other accused. According to Mishra, after receiving several complaints about desilting of the storm water drains in the city, the municipal commissioner had ordered an inquiry. The preliminary inquiry was conducted by a committee of five officers. The committee investigated 9 of the 32 desilting contracts.
Mishra was part of the team that looked into the complaints of irregularities in the system. In his statement, he said the inquiry revealed in these 9 contracts, 226 vehicles undertook 26,838 rounds for transporting wastes. However, the vehicles were shown to have been in more than one contract [according to the log sheets] and on a number of rounds, these vehicles were shown to have carried material more than their permitted capacity.

{{/usCountry}}Mishra said the officials of the department in connivance with the contractors, manipulated the log sheets of the vehicles. “In many cases, the log sheet did not contain the number of vehicle and cleaner and other necessary details,” Mishra said.
He also alleged that vigilance department had conducted an inquiry into irregularities but had not intimated nor recommended further action against the responsible persons.
