Though the Comptroller and Auditor General (CAG) of India has passed several strictures against the powerful elite who subverted rules for the construction of the Adarsh society in Colaba, it has little to say over who owns the plot.
Addressing the media, Mala Sinha, principal accountant general (Audit)-I, Maharashtra, said that the report has been prepared on basis of the documents provided by the state government. “The documents show that the land was in the possession of the defence. Currently, there are different claims being said about the ownership,” said Sinha.
Sinha said that the CAG is of the opinion that a detailed inquiry and investigation should be carried out by the state government.
The CAG has been very harsh in its observations about Adarsh society as it severely indicts both the state government and Mumbai Metropolitan Regional Development Authority for actively abetting and facilitating the construction of the 31-storey building by tweaking rules. A two-member commission set up by the state is probing the alleged irregularities in the case.

In another report, the CAG also came down heavily on the sales tax department in its performance audit on arrears of sales tax. It pointed out that as on March 2010, Rs7,365 crore was pending for recovery since the last five years. It has called for creation of a separate recovery cell and putting the names of defaulters in the public domain.

Sales tax is a major source of revenue for the state, as it netted Rs32,676.02 crore (55%) of the total tax revenue in the year 2009-10. The CAG noted the huge accumulation of arrears, as well as inadequate monitoring of the recovery cases.
