Activists have said that the BMC already has a rule that makes it mandatory for builders to display the city survey (CTS) numbers at construction sites. As per the City Survey record created, each individual parcel of land has a unique CTS number.

Activist Utsal Karani, along with other activists from Janhit Manch, inspected around 120 under-construction buildings in Juhu, JVPD, Irla and Vile Parle (E), to check if they had CTS numbers displayed. “None of these buildings had boards with the number,” Karani said.
Without the number, activists said, they were hindered in their quest for information against errant structures. “I was made to run around while seeking information on illegal constructions only because I didn’t have the CTS number,” Karani said.
Juhu Scheme residents’ association secretary Sherley Singh said such an order would be a boon for prospective homebuyers as well. “Sometimes builders exceed the approved plan and make illegal alterations that the gullible homebuyer is unaware of. With the CTS number displayed, he can file RTIs, get information about the structure and make an informed choice.”
