Court orders judicial probe against senior cop

More than five years after he obtained his LLB degree, senior Indian Police Service officer K L Bishnoi will have to face a judicial probe into allegations that he cleared a final year subject without appearing for the exam.

The Bombay High Court on Thursday appointed Principal Judge of Bombay City Civil Court M L Tahiliyani to conduct the inquiry against Bishnoi and gave him three months to submit his report.

The court has asked Justice Tahiliyani to look into whether the Bishnoi, who is the Special Inspector General of Police, had appeared for the exam and whether Ashok Inamdar, then acting principal of Siddharth Law College conducted his viva.

The court has also asked him to find out whether the acting principal can conduct the viva when the complainant, Chitra Salunkhe, was the examiner.

Salunkhe had moved the high court through her lawyer, V M Thorat, seeking action against Bishnoi and Inamdar for allegedly committing fraud.

She said Inamdar had given Bishnoi 50 marks out of 70 in an exam though he had not appeared for it before her. Salunkhe alleged since she was the examiner only she could have conducted the exam and given candidates marks. She argued that it was an offence for an unauthorised person given an absent candidate marks.

The same year, Inamdar had approached Bishnoi, who was heading the Economic Offences Wing then, alleging that Salunkhe’s academic certificates were bogus. The judicial probe will inquire into whether Bishnoi was empowered to conduct an inquiry into this and if he had shown undue personal interest doing so.
